
CTP and independent MPs, along with representatives of medical organizations, walked out of the committee meeting where the Health Services Department Bill was being discussed, objecting to a proposed amendment they say would grant medical and dental faculties unchecked authority over specialization training.
CTP MP Filiz Besim criticized the bill for lacking a centralized system for specialization entrance examinations, arguing that it would allow each university to conduct its own exams. She claimed the legislation was being rushed through with this framework in place. “This law will destroy public health. Passing this law is death,” Besim said.
Speaking on behalf of the Turkish Medical Association, the Turkish Chamber of Physicians, the Turkish Chamber of Dentists, and the Association of Self-Employed Physicians, Turkish Medical Association President Prof. Dr. Ceyhun Dalkan stressed that specialization training must be regulated through a centralized examination system, supported by serious planning and an effective monitoring mechanism. He warned that if their demands were not taken into account, the organizations would suspend contact with the Ministry of Health.
In response, the Ministry of Health stated that the Health Services Department Bill introduces a far more detailed and auditable structure than the existing system, with clearly defined criteria and conditions. The ministry emphasized that it would not allow the public to be misled through what it described as distortions of the facts.
