
The government’s performance during the 2022–2025 term was presented to the public at a press conference titled “Three Years in the Service of the People”, held at the new Republic Assembly building.
Speaking at the event, Prime Minister Ünal Üstel outlined the key projects, reforms, and investments realized under his leadership.
Joined by Deputy Prime Minister and Minister of Tourism, Culture, Youth and Environment Fikri Ataoğlu, Minister of Public Works and Transport Erhan Arıklı, and other cabinet members, Prime Minister Ünal Üstel described the three-year term as a testament to determination and vision. “These three years have shown what stable governments can achieve.
Today, we take pride in building the future, not just talking,” he said.
Prime Minister Üstel emphasized that his government began work during a difficult period, yet moved forward without hesitation.
He highlighted the initiation of long-dreamed projects, completion of pending works, and fulfillment of many aspirations of the Turkish Cypriot people. Stressing the importance of economic management, Üstel said, “Despite the challenges, we met all our state responsibilities, prioritizing purchasing power, welfare, and tackling the cost of living.”
Üstel noted a 521% increase in the minimum wage and improvements in public sector salaries.
He also underlined that ties between the TRNC and Türkiye were not only diplomatic or financial but vital.
Through financial cooperation agreements with Türkiye, the government secured record funding: ₺9.5 billion in 2023, ₺15.9 billion in 2024, and ₺21 billion in 2025 — totalling ₺46.4 billion.
He added that the latest agreement also included the TRNC’s five-year development plan.
Reviewing major milestones, Üstel listed 23 newly opened schools, 12 new school projects, the simultaneous development of hospital initiatives, and the implementation of the local government reform.
He mentioned the launch of the “First Home Credit” scheme and social housing programs, as well as the establishment of the Earthquake Inspection and Disaster Response Committees. He also highlighted the feasibility study for electricity transmission via cable and the opening of the new Ercan Airport.
Üstel emphasized that the heart of democracy is the Assembly, and that a government’s reform commitment is also measured by its legislative output.
He proudly announced that 166 laws had been enacted during their term, reflecting not only the government’s execution capacity but also the Assembly’s diligence and reformist resolve.
Stressing their commitment to meaningful governance, Üstel said the government had implemented policies that directly improved citizens’ lives and national development.
He noted that ₺1.9 billion in credit support was provided across various sectors, and that a ₺1.58 billion “First Home” credit package — the first of its kind — helped 924 families obtain affordable housing.
Üstel concluded by pointing to investments in energy, stating that a $110 million investment in KIB-TEK was a forward-looking move to secure the country’s energy future.
